"I have know Dr. Bill Lynn since I was first elected to the Davenport City
Council. I worked with him at St. Ambrose when I was teaching Economic and Contracting
Courses. I have found that he has a insight into business and government that
few of his peers possess.
It is interesting to note that many of his detractors distort many facts when
they attack him. It is hard for me to believe that a man who worked on a project
that was contracted for by Mr. Allen of MICROSOFT, went against the then thinking
about energy, and provided input based upon his analysis of what he believed
was sound economic analysis. Guess what? He was right and so many others were
wrong. He gave a good insight as to where the energy market was headed long before
others arrived at his conclusion.
He has proven to me that he understand economic development. DavenportOne, City
of Davenport and others should utilize his great mind for the benefit of the
City of Davenport. It is this strength that we need to maintain on the team at
city hall. The loss of this educated economist would be a voter's blunder.
Why do we continue to hire outside consultants? We have a great consultant who
is already on the payroll as an Alderman. The maximizing of his use would save
ten times plus his annual income from the city? I questions the zeal for outside
consultants during the ten years I served on the Davenport City Council. I saw
three different views of how to stimulate downtown development. We did not follow
thru on any of them. We also rushed into what we have as a loosely arranged downtown
development. The Life Cycle cost of what we have down will eat away at tax dollars
for the next 16 to 20 years and will in the long run exceed the capital investment."
